New .csv File operation for Patch Sets

With the recent updates to ColourSpace there has been a fundamental change made to how user generated patch sets work.
This is detailed in the User Patch Sets page of the website.

Specifically, new # Bit Depth and Scale/Range header information has been added the .csv file format, as well as a # Notes capability.
This has been added as ColourSpace now has the ability to dynamically rescale .csv patch sets on the fly.
(For ultimate accuracy the correctly specified bit depth patch sets should always be used.)

Any old .csv files should be updated to this now format, with the correct # Header data, for correct operation.

A simple way to do that is to edit the .csv file via Excel or Notepad.

This tool can be easily launch it on all csv files in %appdata%\ColourSpace\Presets\[custom|manual|Preroll]
