The Point-info window always has the "Export selection" option greyed out in my user interface. I am assuming this is due to license restrictions but that's not entirely clear to me reading the user guides.

To assist in isolating points to be re-measured, the various filters within Graph Options can be used, such as Custom Filters and the delta-E Filter.

The Export selection option within the Point Info window can also be used to export the selected points/patches as a .csv patch list.

Should I take this to mean that I need a license with custom filters available to be able to export the .csv file?

Yes, that capability is linked to the options available within higher license levels.
