Windows Defender July 31 2026 is preventing download of 2391 which was released prior to that date?

I'm getting the Failed - Virus Detected and the download is not accessible notice Had to turn off Real Time protection in Windows Security to download it. Then had to turn off Smart Scan to run the installer. Just posting in case someone else sees this in Win11 and isn't sure how to work around it.
