Open two Profiling windows. In one of them, import a new Manual Measure Preset. Then switch to the other window, and see that the new Preset is not available for selection.

No, it will not be, as you opened the 'other' profiling window before you imported the patch set - that is indeed as expected.

If you close the profiling window, and re-open it, the new patch set will be there
