Good news. It does mean there was a program/service running that was causing the issues.
It is usual to set the black level via the display's own controls, as per the User Guides.
There is no black (or white) level defined with a colour space standard, other than for PQ HDR.

Hey Steve,

I got the issues again. Although i Have done the calibration for my ref, I still wanted to find out whats the issue. Today i installed Adobe Media Encoder, And Video Village Filmbox, Scatted, and Film box Pro. The issue came back. I Think its from the Video Village plugins the issue, Would you have any idea of this and how to fix. I uninstalled the programs the issue remains, so i guess i have to clean them somehow, it proabbly did more than just install and uninstall(prob not complete uninstall leaving behind the issue files)

Sorry, we would have no idea how to fix such issues.
It would be down to the software developer to correct their code.
