Code Value Question

Another term I keep coming across that I'm not quite sure if I understand: Code Value.

Is it simply a unit of measurement or mapping to specify where colors are in relation to each other? For example, the code value of pure black is 0, because nothing can come before it and everything must come after it... is that how it's used?

Layman's terms please!

A code value is just the digital value that any given colour actually is.
A pixel sniffer will report the value of any colour directly.
All very simple
