Questions regarding the roll-off point for HDR10

Hi, I have a question regarding how I should set the roll-off point 1 for 1000 nits content.

For my TV I measured 950nits peak luminance and the current roll off-point 1 is at 70%. Let's say I have a HDR10 film with MaxDML 1000 and MaxCLL 1000 . Does tone mapping decrease my brightness in this example starting at 70%? Would it make sense to set the roll-off point 1 to 100% to make sure that the full brightness capabilities of my TV are being used for 1000nits content? Or do I misunderstand how this works? Thank you!

PS: I thought about uploading the following PQ curve settings:

Peak Luminance: 950 nits
Metadata Point 1: 1000 nits
Roll-Off Point 1: 100%
Metadata Point 2: 4000 nits
Roll-Off Point 1: 60%
Metadata Point 1: 10000 nits
Roll-Off Point 1: 50%

For a 950 nits peak TV, with 100u nits mastered content, I would probably not use any roll-off at all.

Edited for correct nits value.

Just to clarify: You mean 1000 nits mastered content and not 100?
